The Quality Strategy & Enhancement Committee (QSEC) consists of the Vice President for Teaching & Learning, and the Heads of the Departments. The QSEC is chaired by the Vice President for Teaching & Learning and aims at establishing quality assurance and control procedures and monitoring their implementation by the Academic Departments. The terms of reference are:

To establish, monitor and enhance a framework for quality which aligns the mission of CITY College and the Academic Departments and their working practices to the pursuit of continued improved quality.

To ensure excellence in academic management with reference to all academic entities and activities, such as course organisation, curriculum design, content and course inter-relation.

To maintain effective channels of communication between the Academic Departments

To develop and review policies on student admissions, student communication and representation, student feedback, student support and guidance.

To consider and recommend policies for staffing including staff appointment, development, research, guidance, training as well as review and evaluation.

To determine, monitor and review the CITY College’s teaching and learning strategy, key priorities and objectives.

To review periodically the portfolio of programmes and modules on offer, taking into account available management information, and to review their continued financial viability and market attractiveness.

To monitor learning resources across CITY College.

To identify and disseminate good practice in education provision and related procedures within and outwith CITY College.

To encourage the continuous enhancement of the student experience, including the active dissemination and adoption of good practice in learning and teaching and related procedures.

To initiate strategy in the exploitation of new areas of teaching, building on the existing, and emerging areas of College's strengths.

To review Key Performance Indicators across CITY College's activities.

To ensure the effective implementation of agreed processes for the periodic external (including national) accreditation audits and reviews, including oversight of any necessary follow-up action.
The Vice President for Teaching & Learning is responsible for:

establishing effective interdepartmental communication on educational matters;
-
establishing effective communication between the student body and the departments as well as the administration;

identifying best practices on the delivery of education, preparation of syllabuses, moderation of exam papers, and assessment;

monitoring the actions taken by the departments in order to improve the delivery of education.
The role of the Vice President for Teaching & Learning is complementary to the mission of the QSEC.
